Job Description (Harbor) Service Employee – Pending Revision

Position Overview:

Under general supervision, responsible for patrolling the harbor to promote boater compliance on harbor codes, regulations, and ordinances; assist the boating public by providing general information on harbor programs and services; and assist boaters in securing moorings, collecting fees, and answering general questions.

 

Essential Job Functions:

The following duties are not inclusive of all duties, and the incumbent performs other related duties, as required.

  • Assist tenants and the public with Harbor activities such as pump outs, mooring of vessels, de-watering of vessels and assigning transient slips.
  • Operate a City vehicle patrolling the Harbor area relative to parking enforcement, traffic control, and related security duties. Checks piers for unauthorized vessels and unsafe conditions.
  • Perform janitorial and clean up duties by maintaining public restrooms, Harbor office, litter control, pier cleanliness.
  • Explain and enforce City and harbor rules, including noise violations, unsafe boat operations, disturbing the peace, time limits, public rights of way, water quality violations, and no fishing areas; promote compliance through education where appropriate.
  • Coordinate with law enforcement agencies, medical, fire and other emergency response departments; relay information via radio and telephone; report dangerous or suspicious activity to the City Police Department.
  • Monitor City docks, ramps and other harbor facilities for maintenance and safety issues; report needed work orders to appropriate staff.
  • Perform traffic control, delivery, and escort duties as assigned.
  • Patrol Harbor and pier areas to prevent and detect signs of intrusion.
  • Answer alarms and investigate disturbances.
  • Write reports of daily activities and irregularities, such as equipment or property damage, theft, presence of unauthorized persons, or unusual occurrences.
  • Issue warning Notices of Violation, Administrative Citations and letters to vessel owners and guests, property owners/tenants and businesses who may not be in compliance with current codes, ordinances regulations, and City conditions of approval.

 

Knowledge, Abilities, And Skills

  • Knowledge of principles and processes for providing customers and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Methods and techniques used in the operation and maintenance of boating in a harbor environment.
  • Knowledge of relevant equipment, policies, procedures and strategies to promote effective local, State or national security operations for the protection of people, data, property and premises.
  • Ability to write clearly and concisely for completing report forms.
  • Knowledge of the City’s Harbor parking and other applicable ordinances.
  • Knowledge of safety practices/procedures in operating a City vehicle.
  • Ability to safely operate and maintain a City vehicle.
  • Ability to read and understand the City’s Harbor’s Rules and Regulations and other related regulations.
  • Ability to establish and maintain effective working relationships with fellow employees and the public.
  • Ability to work outside for at least 12 hours a day in all types of weather.
  • Ability to work in closed spaces.
  • Must be able to swim.
  • Other duties as assigned.

 

Education And Experience

  • Graduation from high school or G.E. D.
  • One year or more of experience working with the public.
  • Possession of a valid State of Mississippi driver’s license at the time of appointment or the ability to obtain one within thirty (30) days, and a driving record acceptable to the City’s Risk Manager.
  • Any equivalent combination of education, experience, and training that provides the required knowledge, skill and abilities will be accepted.

Physical requirements include occasional lifting/carrying of 50+ pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate equipment. Subject to sitting, standing, reaching, walking, twisting and kneeling to perform the essential functions. Working conditions are primarily outdoors.
